RULES  and REGULATIONS

1. Rules

The tournament will be played according to the rules of the FIFA and the PFF, with the exception of details that are explained in these regulations.

2. Who may participate

All association teams, pro-academies, football clubs and school teams who are members of their FIFA and PFF affiliated national associations, are welcome to participate in the Pinas Cup.

3. General Format of the tournament 

The tournament format is based on Pools of 4 or 5 teams in Round 1, played on a league basis, followed by progression into either the Cup or Plate Finals. Teams are divided into groups of 4 or 5 teams, so that each team plays the other teams once. The first and second teams in each group qualify for the “Cup Play-off”, the other teams in the group qualify for the “Plate Play-off”. The third and fourth in the group will also play against each other for ranking. All teams will play at least 4 games, and as many as 5 or 6 games. The tournament is played under all applicable FIFA or PFF rules.

• each match won gains 3 POINTS

• each match tied gains 1 POINTS

If two or more teams obtain the same number of points, the order will be decided as follows: 

a. Goal difference

b. Goals scored 

c. Result of the match of the teams with a tie 

e. Penalty kicks according to FIFA rules

In case of tie in play offs and finals, the match will be decided with penalty kick (according to FIFA rules).

 The Tournament Organization has the right to make changes and adjustments in the tournament format.  Any changes on the tournament format and the tournament guidelines will be relayed to the team managers immediately.

4. Categories and Age limits- 2017

To manage quality in running the tournament, only 10 select teams per age category shall be chosen to participate. While applications to join the tournament are open, it is at the tournament committee's discretion to decide on the selected participating teams. Team selections will not be based solely on a first come first serve basis, however shall be highly dependent on application document completeness, adherence to submission deadlines, and team standings on previous or related tournaments.

Youth 

    • Boys U18  born on or after 1.1.1999  11-a-side football
    • Girls U17  born on or after 1.1.2000  11-a-side football
    • Boys U16  born on or after 1.1.2001  11-a-side football
    • Boys U14  born on or after 1.1.2003  11-a-side football
    • Boys U12  born on or after 1.1.2005   9-a-side football
    • Boys U10  born on or after 1.1.2007   7-a-side football

 Adults

    • Women's open                                    11-a-side
    • Men's Open                                        11-a-side
    • Veteran's (Men  37 years old and above)   7-a-side  

5. 11 a-side Tournament Guidelines  

    A)  This is a minimum 3-day 11-a-side Tournament.

•  Group Stage: Minimum 2 groups with 4 to 5 teams per group, Single round robin

•  Point System: Win:3 points, Draw:1 point, Loss: 0 pt.

•  Play for Cup: Top 2 of each group progresses to play for the Cup

•  Play for Plate: Next 2 of each group progresses to play for the Plate

•  Match Duration: Group Stage -- 25 minutes per half, 3 minute half-time

      ** The format is subject to change depending on the number of teams participating. Teams will be informed of the format prior to the start of the tournament.

    B) Number of Players per team

      Each team may register a maximum of 20 players. However, 7 substitutes (11-a-side) are allowed in each match. Once substituted, a player may not re-enter the match. The minimum participating players of a team is 15. All players must be able to show proof of age and identity.

   C) Dispensation (for 11 a-side only)

     Dispensations will automatically be given to (2) two players per squad who are maximum one year over aged. A team may register no more than two over aged players who will be allowed to play at any given time. Note that you cannot use more than 2 over aged players from the squad by switching them between matches of different age categories. Each player may only be registered in one age category.

     **Dispensation rule does not apply to the U14 Boys age category.

6. 9 a-side Tournament Guidelines  

    A)  This is a minimum 2-day 9 a-side Tournament

•  Group Stage: 2 groups with 5 teams per group, Single round robin

•  Point System: Win:3 points, Draw:1 point, Loss: 0 pt.

•  Play for Cup: Top 2 of each group progresses to play for the Cup

•  Play for Plate: Next 2 of each group progresses to play for the Plate

•  Match Duration: Group Stage -- 15 minutes per half, 1 minute half-time

•  No pass-back rule to keeper applies

•  No off-side

 ** The format is subject to change depending on the number of teams participating. Teams will be informed of the format prior to the start of the tournament.

    B) Number of Players per team

      Each team may register a maximum of 16 players. There is no limit in the number of substitutes allowed in each match. Once substituted, a player may re-enter the match. The minimum participating players of a team is 12. All players must be able to show proof of age and identity.

 7. 7 a-side Tournament Guidelines

    A)  This is a 2-day 7 a-side Tournament

•  Group Stage: 2 groups with 5 teams per group, Single round robin

•  Point System: Win:3 points, Draw:1 point, Loss: 0 pt.

•  Play for Cup: Top 2 of each group progresses to play for the Cup

•  Play for Plate: Next 2 of each group progresses to play for the Plate

•  Match Duration: Group Stage -- 15 minutes per half, 1 minute half-time

•  Pass-back rule to keeper does not apply

•  No off-side

    B) Number of Players per team

     Each team may register a maximum of 12 players. There is no limit in the number of substitutes allowed in each match. Once substituted, a player may re-enter the match. The minimum participating players of a team is 10. All players must be able to show proof of age and identity.

8. Matches Program

The calendar will detail the time when the match will be played, the field and the age category. It is possible, depending on the final configuration of the groups, that a team plays more than one match a day. The Organization has the right to change the groups, the calendar, the fields and timetables. Notice about any change will be given to each team leader with sufficient time.

9. List of players

Upon registration, the Organization must receive the lists of the players inscribed in each team, indicating their names, birth dates, contact details and proof of age documents. Each player shall be allowed to play in only one team and one age category. Switching players between teams and age categories is not allowed.

10. Age control

The age control of all the players will take place upon team registration and during the arrival day. The team leader must provide the Organization with a copy of the passport or NSO/PSA birth certificate of each player. A player who doesn't present his/her document will not be inscribed in the tournament.

11. Documentation to be presented at each match

15 minutes before the beginning of every match the team leader must present to the referee one of the lists he received during the age control.

Prior to each game, the team list will have to be filled up in the indicated place with the names and shirt numbers of the players indicating the starting team and the substitutes (all the inscribed players will be at the coach's disposal during the match)

Together with this list, the team must be able to present, in case it is required by the referee, one of the following documents: 

• Players identity card 

• Players proof of age -- NSO/PSA Birth Certificates or passports 

No match will start if the referee does not have the lists from both the teams.

12. Punctuality

All the teams must be at the field 15 minutes before the beginning of the match. Failure to do so without a reasonable excuse, will result in one of the following measures: 

• Lost match for the infracting team (3-0) 

• Lost match for the infracting team and one point less 

• The referee will decide if the match should be played or not 

Any team not appearing at a match without a valid excuse will automatically be declared loser by 3-0 and sanctioned with 3 points less. The Competition Committee reserves it's right to sanction in case of affecting a third team.

13. Team outfits

Each team must have a light and a dark jersey with numbers at the back. If the referee decides that one team must change shirts due to the similarity in the opposing team's shirts, the team appearing in second place in the calendar must change.

14. Football fields

All the fields are of prime quality natural grass.

15. Trophies and Medals

- Trophies for 1st, 2nd, place teams in the Cup; for 1st place team in the Plate

- Medals for players of 1st and 2nd place teams in the Cup;

- Medals for most valuable player in every category;

16. Behavior

Any team which causes a match to be suspended whether as a result of team insubordination, players leaving the pitch, assaulting opponents, the referee, linesmen, managers, coaches, etc. or of a pitch invasion by fans of the same team or of any other cause which forces the referee to suspend the match, shall be deemed to have lost the match by 0-3, unless the sanctioned team is already losing by a higher score at the time the match is suspended.

Each club will be responsible for the behavior of its players, companions and families, both inside and outside the playing field.

17. Injury Liability

In the event of any accident or injury sustained while playing a game or while within the event grounds, the Tournament Organization and its management as well as the Event Venue Sponsor (i.e., Clark Freeport Zone) will not be held liable for any damages or expenses that may arise from such an occurrence. The well being of the players is the responsibility of the respective team managers. Ambulance and medical staff will however be available in the tournament grounds.

18. Adjustments of the Rules and Regulations

The Tournament Organization has the right to make adjustments of the rules and regulations. Any changes to the above rules and regulations will be relayed to the team leaders immediately.
